How soft is Judge Bayley on hard core drug criminals? So soft that longtime Carlisle mayor Kirk Wilson sent Bayley a letter in May 08 DEMANDING Bayley get a 33 year old convicted coke dealer Christopher Murphy out of the county DUI jail on local taxpayers tab and in state prison where he belongs. Bayley had "exercised" a judicial option to let Murphy stay in county jail. Frankowski, pleaded guilty to 24 counts of sexual abuse of children. Police said Frankowski had an album with more than 200 child porn images. His mother was put on administrative leave for allowing her son to volunteer at the school when she knew he was being investigated. Wilcox pleaded guilty in January 2007 to sexual abuse of children after it was determined he had accessed Internet child porn on a government computer at a firehouse to surf the Internet for topics including "little girls and sex". Bayley gave this government crook 23 months of supervised probation and $17,351.25 in restitution to the including $2,496 in expenses her township spent over her thefts. Dickinson Township Supervisor Dan Wyrick was angry saying " For stealing people’s money, she got probation — that doesn't quite seem right," township officials were upset that Miller won't do time in jail. Screwing the taxpayers who will pay the damages Bayley granted Lettermen Inc. and Rich Valley Golf Inc. a partial summary judgment. the developer claimed the township politicians attempted to attach illegal conditions to their project, which delayed the opening of Rich Valley Golf by two years. Corrupt Township politicians had approved a conditional use application for the golf course with the condition that Lettermen pay for road improvements and install traffic signals at the intersection of Rich Valley Road and Carlisle Pike. Judge Bayley's "man who had 5 hour armed standoff with police gets probation" A Silver Spring Twp. man who caused a 5 hour standoff with police in October will spend 2 years on probation. Judge Edgar B. Bayley ordered Johnny A. Lucy. The charges stem from an attack by Lucy on his girlfriend and are for damage he caused to a trailer in Mountain View mobile-home park. Police had to evacuate neighbors and negotiated with Lucy. Lucy told officers to get off his porch because "I've got you in my sights,". Eric Jones, 28, was sentenced by President Judge Edgar B. Bayley on 1/29/07 to as little as 9 months in county jail. Jones was arrested for kidnapping, sexually assaulting and threatening to kill and rape a Carlisle woman last summer. Jones admitted binding and assaulting the woman after he picked her up in Carlisle. The 24-year-old victim claimed Jones molested her and threatened to kill her with a knife. She said she averted being raped by telling Jones she had AIDS. State police said the woman escaped from Jones' home and ran to a neighbor's house to summon help. Jones was arrested after heavily armed police surrounded his home. WITH GOOD BEHAVIOR AND TIME ALREADY SERVED JONES MAY BE BACK ON THE STREET AS EARLY AS JUNE 2007. Given Judge Bayleys help covering up retired Judge Louis O'Brien's kidnapping (see case 2/3 down this page) with no criminal charges I'm sure Judge Bayley considers 9 months for kidnapping a harsh sentance.

A man and woman who robbed eight Cumberland County convenience stores for crack money were sentenced in county court on Tuesday, but they won't do equal time for the month-long crime spree that spanned four counties last year. Judge Edgar Bayley gave Heather Whitfield, 31, 1 to 3 years in state prison to run concurrent with her Dauphin County sentence of 4 to 8 years in state prison. Meanwhile Bayley for the same get crack money crime spree gave Jason Fultz, 5 to 10 years in state prison in addition to the 9 to 21 years he’ll serve on a Lebanon County sentence. Judge Bayley's "screw the neighbors right to peace & quiet" case
Every American has a right to equal protection under law. Zoning is one of the ways law protects people from disruptive acts by nearby property owners that disturb the peace. When Carlisle productions refused the demand of North Middleton township to stop building a dirt bike track near a residential area of the Carlisle fairgrounds because it violated North Middleton's zoning code, the township asked Judge Bayley for an immediate injunction to stop planned bike racing. The township argued that dirt bike racing at summer bike fest would generate unreasonable motorcycle levels of noise and airborne dirt and the dirt bike track violated the townships zoning code. After a four-hour hearing on the zoning issues that included the absurd testimony that racing bikes emit as little 60 decibels of noise Judge Bayley refused to rule on the clear violating of zoning rules by Carlisle productions. Instead Judge Bayley ruled only that the township did not prove "irreparable harm" would be caused by the bike racing that might violate the zoning code. How do nearby homeowners repair the harm to their right to equal protection under the zoning code to peace and quite? One can only assume from this brain dead ruling by Judge Bayley that residential neighborhoods have no zoning rights to peaceful and quite enjoyment of their property and or he is a dirt bike racing fan.

She had to jump from a moving car to escape Pinero attempted murder of her. Judge Bayley allowed a plea of simple assult to result in ONLY 2-23 months in county jail (at local taxpayer expense) vs state prision. Pinero pleaded with the aid of a spanish interperter for the courts mercy. "We just don’t see these people being put off the street for any period. Community group Hope station Executive Director Jim Washington's ( :jimwashingtonjr@ comcast.net) group has been circulating a petition calling for stricter sentencing of drug offenders."To maintain a safe community, it is critical that Carlisle and Cumberland County become known for zero tolerance of all illegal drug activity with aggressive prosecution and swift, steep sentences for those convicted of such crimes," the petition states. Bearing nearly 200 signatures, the letter was presented to Judge Edgar Bayley last month, the group’s leaders say. The group hasn’t heard back from Bayley and probably won’t, He was out of town and unavailable for comment.

Sharon Stambaugh was arrested in October 2005 after she committed 3 bank robberies in the Carlisle area. She claimed she robbed the banks in order to pay her child support. Bank Robbery is a federal crime . The feds apparently had little interest in the case and Ms Stambaugh had the good luck to get county Judge Edgar Bayley whose "go easy on government or female criminals" is well documented (see below cases). Facing up to 7 years in a maxim security PA state prison for women, Judge Bayley was true to his bias and on May 2nd 2005 sentenced Sharon Stambaugh (who already had a conviction on a drug charge) to as little as 11 1/2 months in county jail. If credit is allowed for her time served since October 2005, with good behavior now 2 time felon Stambaug could be out in time to see her kids go back to school in the fall of 2006. Less than 1 year in jail for 3 bank robberies, and not 1 hour of state pen time. Gee...I wonder what sentence this brain dead corrupt idiot Bayley would have given a man who committed the same crime. Bayley said the general aim is to sentence 90-day DUIs to 30 days in the prison the work-release program and the balance under house arrest with computer monitoring. Those with 1-year sentences will serve 120 days on work-release before shifting to house arrest, he said. All will have to hold jobs while under work-release and house arrest, Bayley said. "We're not going to take them out of jail and let them sit around the house," he said. "Each person shall then continue to select artifacts in sequence until they are all distributed. A sane judge following PA law would have surely ordered that if no agreement between the partners can be agreed to that the artifacts be sold to the highest public bidder and the proceeds evenly distributed.
